SnifferReactor - clustering

Add clustering support to the SnifferReactor. Multiple machines would use UDP protocol to notify each other of presence & status, and to (mostly) evenly distribute packet collection responsibilities. Requires NetworkOutputReactor, since each cluster sniffer would need to send its events to a central server that aggregates all the data together (i.e. with a Clickstream Sessionizing Reactor).
