Cannot drop after dragging over an existing reactor

Description

When you drag a Reactor type to the workspace (to add a new reactor), and it drags over top of an existing reactor in the workspace, it sometimes (often) becomes undroppable, even when you drag it over an empty space on the workspace.

This appears to be a bug in Dojo. Hopefully it is fixed in 1.1, or we can convince someone to fix it for us.

It looks like this should be addressed in the new version of Dojo so let's get it in the 1.10 release.
